Question about cigar box pen case

So I was at a local tobacco shop today, grabbing a few cigars because I have a firend who's going to be a father on Friday!
Anyway, I grabbed a few empty cigar boxes from them while I was there and thought they would make cool pen cases among other things. When I searched online, I found that I of course was not the first person to come up with this idea.
My question is, how exactly would you do the internal piece, where the pens actually lay. I have never made a pen case before. Do you get a cheap piece of wood and use a router to make the concave parts where the pens go? Do you use felt, velvet, flocking to cover it? Is it even neccessary to cover the wood? What are the best materials to use and the best way to go about doing this?
Any help and ideas would be appreciated. Thanks.

I use a core box bit on a router to make the tray, then flock.
There's a couple of trays pictured in my photos, if you need to see one or two.
