sounds dumb but is the transmission turned all the way to one side? a normal transmission will advance to a maximum length and then "back into" a locked position by part of a millimeter.

If it's turned correctly, advancing in and out to lock and still sliding in then you've got a different issue.
 
I would try another transmission. They are probably produced for less than 5 cents each. When i turned pens that accepted Cross refills, I had none falil, but it has been a while. The trasmission may have been inadvertently damaged during assembly - just guessing.
 
Yes, I've had that happen to one of my Cross refill pens. A comfort kit. I chocked it up to the transmission as it seemed to exude lubricant of some sort.
