I didn't see the post you referenced. I do know that Penn State Industries sells an Icon pen kit that accepts Bic refills. That may be what you saw.

I got the "starter set" and have turned all 5. Pretty easy IMHO. HOWEVER, they'll be a bit difficult if you're used to turning oversize pen bodies. In order to keep the look more or less "true" to the Bic concept, they need to be on the slender side. That said, they're pretty inexpensive and can be used as giveaways or extras.
Also - they're an interesting way to use up blanks that are taking up space that you haven't been able to match up elsewhere.
