From what I can tell from the pict, I'd tend to agree.
Try Spinning
Try spinning it....It does look like it might be some sort of a top (gryo) that the long tip follows the spiral while it is spinning or as it slows down the spiral keeps it from falling off the pedistal.

Yup it's a gyroscope. Instead of just sitting and spinning on top of the stand the top portion will travel along the spiral wire to give some motion to it.
