Tap for bottle stoppers

I'm trying to use the tap set that I got from PSI for bottle stoppers. The problem that I am having is that the tap won't rotate when the rachet is supposed to move it. It is like using a socket 2 sizes too big on a bolt. Not sure what I am doing wrong. Any ideas?

Jim; I took a look at the PSI site. Is this the setup you have? I don't have this piece, but it appears the little grooved "slider" on the barrel controls the locking mechanism of the tap handle. Move it to one of the other positions. It looks like one of those dual way screwdrivers. Normal tap handles do not have this and look more like this. Taps also come in several shaft sizes.
 
Randy...Thanks for the reply. I have the first one you linked to. I decided to take it all apart after finding two small pieces in the box it came in. The two pieces were supposed to be under the cap and help hold the tap in place. Once I finally got it back together, it worked great. Made my first stopper in about 20 minutes.
