My best guess...
1. turn round on the lathe
2. use indexing feature on lathe to lock blank into position
3. rout channel using a small router with a curved template

I use a 4 axis cnc machine but I bet this could be done with a Beall Pen Wizard.
Cut the slots then glue in the strips.
