My original concept was a slimline contest that used only the front nose cone and the clip would be optional. The finial and center band would have to be made for the pen. It may be the finial would have to be optional also .

Maybe the required components are cross style refill and 7mm twist transmission. That keeps it in the 7mm "slimline" family of pens.

Optional allowed (but not required) items could be brass tubes, nose cone, clip and finial. To avoid the type of situation I had with the Russ Fairfield contest, a list of approved source kits for the optional components could be provided.

I'm on the fence with what to allow and not allow.

Personally I'd like to see this contest where you had to use ALL the kit components. Keep it strict to the traditional slimline. It's the cheapest kit out there so we shouldn't hear complaints about having to buy one. I guess the way I see it is that it'd allow shape and fit/finish really take over.

I dont think there is a right or wrong way to do it. If you want to chair the contest you can make some of those decisions.

You might mention that the twist mechanism and refill do not count as your two parts. You might also mention what the pen will be judged on. Fit finish originality etc. I dont know if allowing cnc is good or not, It might deter someone from entering because they feel they cant compete against someone with a cnc machine. Anyone else have thoughts on this?

Now correct me if I am wrong, but we are not judging them. They will be judged by IAP membership correct?

Yes but you should set guidelines for those that can follow them. Nothing you can do about "I voted for a pretty pen" people

I had to read through the part about plated parts and what's allowed a few times to understand everything. I can see you getting a lot of questions asking for clarification. Possibly try to simplify that part?
