The (real) shredded money (from the Bureau of Engraving and Printing) was glued to the tube like a decoupage, then cast in PR. The most time consuming part of making these blanks is sifting though the shredded money to find the faces of the U.S. presidents. Found a few of Washington, but no Lincoln, or no Hamilton, or Benjamin Franklin.
