Salvaging a Finish

I'm fairly new to pens, I've turned several & have tried several different finishes. I've used CA a couple of times, my last attempt I ended up with a dull band around one area of the pen. I think I either accidentally sanded through the finish in that spot or I had some kind of contamination. Do I need to sand the entire pen down to the wood, or is it possible to just sand the bad area? Thanks.

I would just hit it with some 600grit, then put another couple, three coats of CA and not worry about the band.

The only way I've ever gotten rid of the "band" is to sand all the finish off and start again.
