That's a good price for a stand alone ring master. I sort of wish I had one instead of the one which attaches to a Shopsmith.

To answer your question Jason, it is used to cut rings to create a bowl from a board like this:

I'm retired, and getting used to it--so a two day detour is very possible!! But ("there's always that "but" in life" [see Pee Wee's Big Adventure]) my wife has dementia so it's tough to get minutes in the shop. The reality...i should be selling gear, not acquiring. Still...if this is still listed in early April i may have to consider it!! As SteveJ said, it's a great price and the stand-alone units don't come up for sale very often.
