Question about measurements

I have been looking at a chemical recipe for a solution and it includes both powders and liquids, both are measured in ounces. This always confuses me. Are the powders to be measured by weight or by volume?

Typically solids are measured by weight, liquids by volume, although there can be exceptions (mixing Alumilite comes to mind).
