Question about ink cartridges

Ok, another question about what to do. Do you put the ink cartridge ( rollerball, ball point) in the pen when you make it or when you sell it? im not selling pens but I was just curious about the rollerball ink if it will dry up. I assume the ballpoint you go ahead and insert it or maybe not ? i know seems silly but I dont know. I've yet to do a fountain pen so i'll be interested in those as well some day.

I put upgraded refills in my pens as I make them. Rollerball pens have caps, so I feel safe putting those in. Fountain pens, do not ink then store them - the ink will dry in the nib and feed and they will have to be cleaned out before they will be useful again.
 
If I know the designated recipient of the roller / ballpoint pen I will put in their choice of refill (ink color / type, tip size, whatever).

If I don't have a designated recipient, then I put a test refill in to check fit when the pen is completed (helps me make sure I didn't forget a spring or something) and then store the pen without a refill.
