What is the diameter of the pen in the center of the blank supposed to be when finished?

Which 30 cal are you referring to?
Some like a bulge in the middle while others prefer a level finish between the top and nib end.

It's a Pen State Industries kit.

I done some more research and from what I've found it's supposed to be 7/16" in the middle of the blank, which is just a little bit bigger than the ends.

I also found out that be bolt action magnum is supposed to be 1/2" in the middle of the blank.

Blank shape and design are entirely up to the pen maker. A kit may give you a recommended diameter but that is not a parameter that is set in stone. The only crucial thing is that the ends are flush with the bushings, so the parts fit with no overhang.
