I've got a PSI 10mm predrilled blank that doesn't appear
to be compatible with any of my 10mm CSUSA kits.

Are there any pen kits(other than PSI) that will fit this blank ?

Be carefull when you turn, I had some from PSI and it flew apart as soon as my tool touched it, Since then been buying from Arizona and no trouble from any of them.
 
The inside diameter of the 10mm tubes I have from PSI is too small to receive the bushing for the 10mm CSUSA Jr Gent II short tube.

Not sure if I just got some bad tubing from PSI - or I messed up in some other way (which happens a lot).

If you get really stuck, you could measure the kit components and/or the bushings (the part that goes into the tubes) as well as the tube's ID. If it isn't off by much, you MIGHT consider wrapping some sandpaper around a dowel (or the ever-hany HF transfer punches) and sanding the inside of the tubes down a bit. However, the better alternative is probably to call PSI - they may have made/bought a bad batch of tubes and/or blanks.

This right here may be your issue. The Jr. Gent is NOT a 10mm kit!

I cap is 12.5mm and the body 27/64"

The 10mm blanks would work for a Cigar or Americana, but not the Jr. Gent.
