Why is it that I can see some of the pics posted by members and others just have a big red X where the Pic is supposed to be.

Could be like me. I use a works laptop and it's security setting won't permit viewing off site hosted pic. I have heard all the reasons and excuses for people hosting their pics off this site but I think it's mostly laziness.
The pics can also be removed later ( not sure if they can actually be replaced by different ones. ) I'm surprised that IAP allows off site hosting if the pics can be changed later.

Uhm offsite hosting does allow updates to be made. there has been a good number of post made where the image contained wrong info and with the silly super short time period to edit post it becomes impossible to make corrections.

This has been an ongoing issue for several months that I have seen and I had one of these things happen recently myself. Another factor that may cause the problem is the version of vbulletin being used is out of date and there are several known exploits and many undocumented ones as well.

Perhaps Jeff could chime in and help clear things up as all we can do is speculate on things and rarely if ever is that a helpful practice.

Most likely some setting in your computer or your work is blocking a hosting site.
i use imgur for my photo hosting and my work blocks that site so i get red x's at work
