Pen kit identification

Does anyone recognize this kit? It's a slimline with 7mm tubes and a cross refill but the cap is rounded, not flat. Clip actually is built to have a little play in it.

Looks like clip is spring loaded, that would be the Olympian, or its' precursor. Center band is not an Olympian center band. Seems before BHW brought out Olympian - sold by Arizona Silhouette, there was a similar kit from PSI.

Not sure but it looks as if the cap body was flipped upside down before being assembled. The clip end looks proud while the center band appears shy of the hardware.
