Saffron, how old are these "cartridges"? Do the tips have any kind of seal to keep them from drying out? Need to confirm, as Mal asked, whether these are Parker ballpoint refills, or some other type refill. Looking for fresh Parker-style ballpoint refills.

Where were they made? I recently got some Parker refills off Amazon and they wouldn't fit through any tips. Seems they were made for India and Tibet and clearly stated on the package.
