Getting rid of the center band is not too difficult if you consider the fact the band itself serves only a decorative function, especially on a round top euro style kit.

On the ones I have done I simply ensured I left enough blank extending past the tube to cover at least the outer depth of the center band. I say "at least" because you can play a little with the overlap between the upper and lower blank.

I have used two different processes. First was to turn as normal and then turn the relief needed on the upper blank.

The other was to turn the upper blanks round, mount in a chuck and drill the relief I wanted, then finish turning. It is a cheap kit to experiment on so have fun!

I am sure there will be others with different methods to share.

It sounds pretty straightforward and easy. Essentially cut the cap blank 1/16 inch or so longer than the tube, Drill a 7mm through hole for the tube with a 27/64 counterbore about 1/16 deep on the center end. - Got it. (It became pretty obvious when I pulled apart a PSI NT, removed the center band, and pressed the pen back together.

You have inspired me. I started making one already, but it is being built on the PSI Premium Designer NT frame which uses 8mm tubes and a Parker style refill. I only wish that PSI made/carried them in plating other than Gold. I will start a new thread to show it when I get it done.

You are pretty sharp, David. I am sure you would have figured it out. I always like mine to overlap a bit. You can also cut a slight tenon on the bottom half for the upper half to fit over, giving a heavier, more straight bodied look, too.
