I was cleaning out some old stuff and found several of these kits that my father apparently purchased years ago. No instructions, only the sheet pictured. I'm guessing some sort of step bit or staggered drilling process? and then I don't see how it would work on the mandrel. Maybe they're junk at this point? Thoughts?

It wouldn't be all that hard to just step drill them. If you no longer want them or don't want to try and complete them, I'd take them off your hands. We can work out the details via private message if you're interested.
 
Can you tell me where did you get the kit from?.;)
I found a box of old sandpaper that my dad had, these were under the paper. I'm pretty certain that ShopSmith sold them back in the day. I managed to get one to come out. One blew out on the lathe where the step down was in the blank.
