looking for some one who can drill a couple holes in a 1/2 square bar and mill 3 holes at exact measurements.
Then heat treated where the holes can be used as drill guides.

I can send some information and crude drawings.
let me know if you can help or recommend someone who can.

Depending on what you are trying to accomplish, you may not need to use a heat treatable bar and all the complications that come with it, just use a mild steel drilled for heat treated bushings of the diameter you need (most sizes are available fi you look for them).

An example to show the idea (but not necessarily one that suits your particular purpose): Bushings and Inserts - Lee Valley Tools, DRILL GUIDE BUSHINGS

Pretty easy to make your own stuff up cheaply that way, and you could also just have custom drill guide bushings made and heat treated to use as press in inserts for holes drilled in mild steel bar which would be replaceable as needed (extensive use will wear out even heat treated steel ones over time, I don't know how much you intend the jig to be used).

You can also make your own bushings out of O or A grade drill rod and heat treat it yourself, it's pretty easy to do with just a MAPP gas torch for small items.
 
thanks frank i will look into the bushing need at .238 or drill bit "B" hole

Think I have some rod, do you have a link on heat treating with mapp gas. Think I have the gas already.
