that top silver piece on the very top turns and that just drives me nuts, is this normal, would a tiny drop of CA stop it and would that hurt anything? Any tips for other kits that are not in the instructions for a more stable, durable end product?
 
Not unusual at all for parts to require a drop of CA. Not always the same parts on the same kits either. Just be careful to allow the CA fumes to fully dissipate before putting the refill in as it will cause discoloration of it.

With capped pens, I glue all parts and leave the cap off and the refill out for at least 24 hours before putting them together.

You probably want to increase that to 3 days. (DAMHIKT)

Suspect it depends on humidity & temp.
