Before springing for the special pliers, I would just try screwing the dust cover back on with my fingers. You should be able to get it most of the way. If you need to, you could a couple of nails to engage the two small holes to tighten it down the rest of the way.
You could also make your own wrench - use a scrap of hardwood with a hole large enough to fit around the morse taper, and two smaller holes that are spaced to match the holes in the dust cover. Cut some nails and glue them into the holes in the 'wrench', and when the glue dries, you have a wrench that fits around the taper and engages both of the holes. Saves a trip to the hardware store.
