Lathe or chuck

I'm not sure what is wrong with this little lathe. It's a wen that I got to tide me over pen and ring making. Problem is when I put the ring mandrel in the chuck it had a terrible wobble. So I put in the new pen mandrel with no support and it seems ok. So is it the lathe the chuck or the ring mandrel?

Well I see the little videos don't work. There is a wobble when the ring mandrel is in the chuck and the pen mandrel seems to run smooth with out support when put in the headstock

If the ring mandrel has a hole in the tail stock side try using live center to align it.
What brand is the ring mandrel?
