My husband just asked me how long these kits have been available to hobbiests. Since I am new to turning, I have no idea of the history of the pen turning art.
"Ballpark" is early 1990's. I started in 95ish and there were very few. Best source at the time was "Woodworkers Store" (now Rockler). They had a wide variety of slimlines, the comfort and the Euro and Flat top. A veritable plethora!!

Don't be intimidated!!! Scott is no different from any other "run of the mill" world-class pen turner.
(I've also come to learn he is a world-class Gentleman!!)
Looking through Kip Christensen and Rex Burningham's book it relates that around 1989 Craft Supplies in UK introduced one of the first pen kits, and in 1990 one was introduced by Craft Supplies in the US.
Looking at Tom Hutchinson's book he relates he developed Hut Wood Finish in 1982 (I realize not the penturner's favored finish---but, used by a lot of us in the early days). He started HUT Products in 1991. It also relates that his son David operated a Houston, Texas facility where Dymondwood and other pen blanks were produced.
