It looks like he is gluing his tubes in using polyurethane glue (gorilla glue, etc.). Moisture activates the glue.

that was acivator not water.
You would use water if you are using gorila glue, since that's what will activate the synthetic glues like gorila, but in this case he used CA glue that rewuires activator.

He's using a poly glue.
I glued up 20 pens yesterday. With a porous wood and a slight gap I used Gorilla glue just because it expands. With M3 and oily woods I used epoxy.
Personal choice.
