If you wrap a tube and and cast it in resin all you are turning is plastic..
They do advertising pens like that all the time, usually imported from China or Taiwan.

Reto 51 makes a pen out of shredded currency. Also, Steve Roberts cast some blanks out of shredded currency if bought someplace. He gave me a blank of it, but I haven't turned it yet. I am saving it for when I go broke in my later years. []
