Hand-crank metal lathe??

Just came across this pic, and was wondering if anyone was familiar with it, or had any info. I've never seen one like it, and it looks pretty cool. It looks like you turn the crank at the tailstock end, a shaft runs through the tube, and turns the headstock gears. A quick search came up with nothing for me.

Edit: Does the cutter travel as you turn the crank?

Funny. I only have the pic to go by. Can't tell a it the cutter.
