Here is why

I made a purchase to a non pen turning associated web site.. Made by using my Pay pal Business debit card.
It took 5 days for this operation to process and ship (thanks to PSI I have learned patience, kinda, sorta) Now the thing is that Pay Pal canceled the transaction as I assume it timed out. Money was returned to my account or rather it was released off of being held.
Upon this discovery I contacted this company and told them the issues that the transaction timed out. The representative said she will have to talk with the supervisor and will contact me next business day. Now at roughly COB -Close of Business. 5pm eastern as they are on the same time as I. I wasn't contacted neither by phone number, which I gave them. Nor Email. Do I continue to wait another day, Contact Pay pal. or since I did tender payment and they failed to accept, should I just accept that if they send me a bill later I can show them that it was their fault that they failed to collect upon my ordering?

I think that you did what needed to be done by alerting them to the problem. They will get back to you and work out a way for them to get paid, or they won't. Either way, the ball's in their court.
 
Just do the right thing. If the goods arrive, pay for them. Their fault, Your fault, PayPal's fault or nobody's fault...you ordered, they delivered and are entitled to the agreed price.
 
Interesting aside: My July Comcast bill arrived in June with an account number and a due date of July 1. I had my bank send a check to Comcast in payment of that bill to arrive about the 28th of June. They did receive the check on time.

Meanwhile before they credited my check Comcast changed the account number without any notification that it was going to change, they then returned my check as containing the wrong account number and two days later sent my August bill showing both a missed payment and a late fee of $38.00 and change. The August bill also told me that my account number had changed.


Fortunately a phone call was able to clear it up.

Are you getting that it canceled by the paypal site or your bank? Also what's the backup funding source? Your wording in the op makes me wonder if you're looking at your bank and saw the hold "fall off". In which case, it could very well "fall back on" when it goes through paypal then clearing. If you're looking at the bank site, login to paypal and check the transaction itself. I find using PP's debit card always adds a day or 2 to the processing time.

My PayPal debit card hits my paypal account I never see it at my bank.

It appears that the merchant got their act together and got their deserved money... I am not really clear as to what the heck happened but I never got called.
I think they just failed to confirm the transaction on their end and since they screwed up they basically charged me properly... Still would have appreciated a call though.. I reckon I will have to call them.

Nooooo I had the funds in my Pay Pal. I ordered. they sent package it took 5 days to process... noo there was the weekend so really 3 days. however they failed to get the money confirmed... I will just chalk it up to a SNAFU. I have what I ordered and they have the money for the goods I order.. Again as I said in my "Update" It would have been proper if I was contacted to be informed that it was fixed
