Gel Promoter - places to buy - help!!

I'm trying to get some Gel Promoter - Yaley on the internet has some - http://www.yaley.com/molds/Gel_Promoter.htm

HOWEVER they have a $25 minimum and a large shipping fee - it's a 4 once bottle (usage is at 4 drops per once of resin) it sells for $2.59 - I don't need 10 bottles!! I live in the Atlanta area and wonder if anyone knows where to get it locally OR what sort of place would I look for that may carry it - boat repair - car repair or some such - any ideas would be appreciated

Well no luck - just returened fro 2 of the local Hobby Lobby's - (Woodstock, GA and Marietta, GA) no luck -

darn...

I think jell promoter is cobalt naphthalene or cobalt nalthalate or something similar.
