Roughly .010 oversize, or the next size BELOW that.
If the gap is too small, you will start the glue line.
If the gap is too large, with most glues you will have too large a bridge.
If you are using epoxy, then you will lessen your problems.

Please do not depend on poly glues "gap-filling" expansion to give you a good glue line though

How much clearance over the OD of the brass tube should be allowed when choosing a drill bit size?
I use my drill bit sizer...usually I find the first drill size the tube will not pass through and use the next size up drill bit (usually 1/64th bigger). Works for me
