Decal Question

Hi Folks,
Not sure where to place this one, but I have a Decal question, I'm trying to take a Jpeg image and reduce it down to fit on a Sierra, but as I reduce it, the detail decreases and becomes fuzzy.

What would you use to take an image to reduce it in size? I've tried MS Paint, MS Office Picture Manager.

I use MS Word to change all of my clip art, don't seem to loose any details.

I just copy and paste my pictures into MS Word document and use picture tool/format and re-size to 1-1/16" high X 1-6/16" wide to fit onto an Sierra tube.
I don't lose photo detail.
Works great for me.
