Yes you do need to find a local lapidary group, what you are asking can take years to learn. You want to find out about cutting and polishing cabochons. You will need diamond saws, dop sticks, dopping wax, and either assorted grit sanding/grinding belts, then assorted polishing wheels/belts/buffs.
It isn't really something that can be explained in a few sentences or paragraphs.
The local group is good because some have their own equipment and teach classes. Some member may teach in their home, or the local rec dept may have the equipment and hold classes.
Our local group in Michigan has classes and club members can use the club equipment for a nominal charge.
Your library should have some basic books, and google should give you enough to keep you busy for years.
And don't be shocked when you find out the prices of the semi precious stones. They have gone through the roof the last couple of years.
