Anyone recognize this tool rest?

I got this tool rest from someone on IAP many years ago, and have decided that I need a top part of a different length. but of course I can't remember who made them. Anyone recognize it and know who the maker is, and if they're still around?

I bought some rest from Mr. Harrell a couple of months back. He is still doing a great job on them.
