It is a celtic pen from PSI. available from many of the Penn State Industries resellers here on IAP.

One issue I have with that kit (and others of similar design) is the stiffness of the clip.
You can see, in the pic you show, how the clip and its supporting ring are cast as one piece and appear quite solid.
Well, they ARE solid. . Although the design of the rest of the pen is OK, I do not like the "solidness" of the clip.

That looks like a Celtic rollerball, but they're no longer on PSI's website. They have one fountain pen, and the rest are twist pens.
