Seeking to disassemble the center section of a Broadwell Nouveau - I have to punches but it doesn't get that black plastic piece to move
Any Suggestions?

Do you mean the center band assembly that press-fits into the cap?
If so - I believe you have to first knock out the finial & clip (by slipping a transfer punch through the center band into the cap and tapping gently with a hammer till those parts come out); then slip a transfer punch through the open end and gently tap-tap-tap until the center band assembly comes out. The closer the transfer punch matches the inner diameter of the cap, the better chance you have.
