Columbia Coatings. Their name seem to come up allot. I bought some powder coating from them and was very happy with the service and product.
 
If you get a trickle charger especially one of the newer ones that monitor the battery charge, You will need to hook a 12V battery into the system. Without a battery for a load it wont generate a charge and your anodizing wont work. The best solution is a rectifier made for such things but they are pricey.
 
I made one from an old battery charger.

About any kind of transformer that steps the voltage down to where you want it and has moderate amperage capability coupled with a rectifier and capacitor to make it a steady DC output and maybe a current control in the circuit will work.

Very simple circuitry and any beginning electronics book should provide the information if you don't already know how.

Hard anodizing (that dark gray anodizing like you find on cookware) demands significantly higher capacity than simple color anodizing but might be worth it if you are wanting extreme wear persistence an not just coloring.
