I don't know about the colored ones, but you can get solid aluminum rods at most hobby stores. They also have aluminum tubing that you can fill with color.
 
Colored aluminum is generally lacquer coated to produce the color. Depending how you are planning on using them, that may or may not be an issue.

If you are talking about the thin pieces of aluminum that is used in segmenting the pen, and not to make a full pen out of, a lot of people use cut aluminum pop/soda cans or roof flashing metal, etc. Other colors I have bought were copper sheets and bronze sheets online.
