No not an Eastwood product but it is a PC. I can put it on materials other than metal.
The engraved lines are a silver color,so it's not brass or copper.
Check your monitors color, it is copper
Of the common metals that are left, aluminum is the lightest, cheapest, and easiest to turn, and it's fairly easy to engrave.
The rest is moot, I already told you is was copper, but it is not engraved
Putting it on a mandrel looks like a good way to hold it while engraving it. I'll have to steal that idea from you.
Knock your socks off, when I did my "browning deer head pen", that's how I held it, but this is plexiglass and copper.It started out as a solid blank of plexigass and cut with copper laminations glued in[

I think it's aluminum that's been powder coated with a hammered brass finish, then hand engraved with a Dremel or Foredom.

Those are the bushings, it's still on the mandrel.
