Every pen I make gets either a Private Reserve (aka Schmidt) Cross-style Fine point refill, or if it takes a Parker-style refill, a Schmidt EasyFlow 9000. Schmidt's for my rollerballs too. I've always ordered from our IAP vendors, such as Exotic Blanks or Indy Pen Dance, etc.
 
Well it depends what type of pen kits you are using.
I mostly use the Sierra type which take the Parker refills. I have not had any problems with these. But if you are using pens that use the Cross refills you would be better off just changing the style of pens you use.
Have you tried buying well known brand refills? (Parker, Private Reserve, .etc)

ditto on replacing the refills. i keep the refills that come with the pens until i sell them. at that time i replace with "private reserve" refill. i also use this as a selling tool to the customer. they try the regular refill at first, then i have my pen i let them try one of the good refills and let them know that is what will be in the pen when they buy it. get lots of Ooooohs and frequently that seals the deal on a pen they already liked but were teetering on buying.
