Well actually not in a good way. :)

I bought this saw for $175 off of Craig's list and the only thing missing was the square cover for the upper pulley. The saw has always rocked back and forth slightly as it runs. At first I thought it was not level. Last night I leveled it perfectly in all directions and it still rocks. I thought it might be the pulleys or the belt. I aligned the pulleys and checked the belt for kinks and it still seems to rock. The only thing I have not done is to replace the cover on the upper pulley on the back of the saw. My thinking is that it helps support the saw on the base but I am not sure.

Does anyone else have ideas before I spend $40 on a part?

the wheels turning the blade...

I took mine to a buddy of mine, he has a machine shop and he balanced mine for me. The process was much like what you have to do to the tires on a car. Except he drilled holes in the wheel to remove weight rather than add weight.
 
You may be able to do that, but there is a difference between static balance & dynamic balance. Usually static balance gets you into the ballpark and then dynamic balancing fine tunes it.
