Read in a book at b&n a technique for transferring images from magazines onto packaging tape. Think this might work similar to decals.
pick image from glossy magazine.
place packaging tape sticky side up on table.
place image side down on packaging tape being careful not to have bubbles.
rub image backside with smooth side of spoon.
trim excess material away.
soak in warm water for about two minutes.
rub paper off back of tape, keep soaking til paper comes off
dry off packaging tape, image should remain.

I did a proof of concept and it works. The book did say that ink jet and some magazine pages will not work. Have not tried his application on a pen yet though.

Would be pretty cool for a Tattoo pen design. Take work from a magazine the way you said and then get it on the tube and cast it...?
