Small Classified Rule Adjustment

I've made a small simplification in the rules for the regular Classifieds forum.

Previously, the seller followup rule was one post per week.

That has been changed to three followup posts by the seller anytime over the max 2 week life of the ad.

I know it's a tiny change, but it's easier to understand and easier to moderate.

Look for some other small changes soon. Hopefully they'll add up to a significant simplification and better understanding.
