Has anybody come up with some kind of conductive coating that can be sprayed on so that you can powdercoat non-metallic items?

They make a powder coat "water", you add it to the powder 1 to 1 and it makes a "paint" that can be brushed on anything. I have some but haven't used it yet. I got it from Columbia Coatings.
