I have the complete pen mill kit from wood craft, also the wall street II mill.

BUT none of them fit the larger tube on the navigator. What sleeve would I use for it, or am i stuck using the bench sander?

You can make a sleeve that will go on your mill 7mm pilot using a brass tube and turning down some wood so it barely slides in. Or, I offer a sleeve made of delrin for the Baron with a hole for your 7mm pilot which is the same size as the Navigator. Just check the link in my signature line.

Great! Will be placing an order tomorrow morning!

I've gotten away from using the pen mill at all. I cut the blank as close as possible to the brass tube without cutting the tube then mount it between centers on the lathe. Turn it round and then my small parting tool lets me cut the end away until it is square and even with the brass tube. If you left any amount of wood you may have to tighten the tailstock slightly as you cut the wood away. I've never been able to make a sleeve that fit perfectly and this works so well I don't even use my mills any more.
