Hmm.. 4 drops/oz I'd expect to set, but be slow.
But you're quite a bit cooler in WA than I am in AZ.

Did it gel and not set, or not even gel?
What pigments did you use?

Your next step should probably trying to raise the temperature
and just waiting.

Otherwise, my standard response to "what to expect when casting"

It's about the hardest data I've seen available.
 
Even with 4 drops per oz/ it will set, it might take 24-48 hrs and the top might be a little sticky but will turm off. If you have a old toaster oven put it in at 125-150 degrees for 30-45 min and it will set. I use 3 drops per oz on all my castings, and pre heat my resin in a toaster oven then in my pressur pot and take them out of the mold and in the toaster oven @ 150 degrees for 30 min. they are set and ready to turn.

paul, i had an instance where i put too much colorant in a mix once (i was trying some sort of ink, can't remember exactly which). don't know if this is your problem or not, but i left my tray in the garage just to see if it ever would set up. 6 months later, it's still the consistency of syrup...
 
Make sure you didn't use 4 drops of CA glue instead of catalyst!


I've had colorants also inhibit the curing, but after several days they hardened, I haven't gotten the nerve up yet to turn them though.
 
I've had Transtint dyes (the liquid) inhibit hardening. I did 4- drops of transtint and 7 drops of hardener and it never hardened.
