Taking a not so SWAG here (Scientific Wild A** Guess), if referring to using a skew, the scraping would be done with the skew laying horizontal on the tool rest and using just like a scraper making light cuts. For the sheer cut, then this would be with the skew vertical and slighly canted and thereby pushing the skew across the blank for something more like a planing cut.

But like I said...this is totally a not so SWAG and I may be totally off with this one.
 
Add to this, with your gouge sraight on presentation, bevel rubbuing, you're scraping.

Same presentation, bevel rubbing, roll the gouge slightly to either side and lift to engage the cutting edge, slide it along and when you hit the "sweet spot" thin ribbons pour off the gouge.

Helps to "break" the edges 1st with sandpaper. Then start in the center of the blank (more supported).
