Shreaded money - sanding and finishing

I am making my first shreaded money pen and am sanding. Seems to not get a smooth finish like other acrylics and I assume that is the paper I feel. Do most people do a CA finish on top then micromesh and polish or is there a better way to finish these, How fine do you sand before applying the CA?

Any tips appreciated !

Even though the shredded money blanks are acrylic, I treat them like wood for finishing purposes. There will be several different opinions on how to do that, but my method is to sand the blank through 400 grit and then apply a light CA finish, MM, buff with plastic polish.

same exact thing.

my reasoning is use the CA to seal the paper
 
It seems like it wont sand smooth......I kind of feel ridges even through sanding ..... I am guessubg its the paper that I feel so I will try the CA today and report back.

I take the time to look for all the pinholes from the money and like mentioned earlier I will put a coat or 2 of ca on it and finish it like I would a wood blank. I always wet sand after I have done a CA finish as well no dry sanding on CA for me imho.
