The fact that is double closed ended and doesn't have a clip and it's styling make me think it's not a kit.

It could be just that they did a closed end touch to it. You can do that with most kits. Just do not use the end caps. So it could be a kit and which one I have no idea.
That would be my guess, but I could be wrong.

There is a guy (saw on facebook) that is selling a kit much like that. He also sells the mandrels needed to turn the closed ends. I can't remember the name but thought they posted here a short while ago.

CrossCut Legionnaire Fountain/Rollerball
I crosscut a couple of PenMakers Choice Legionnaire blanks and re-assembled the blank. BullsEye Turning supply fountain pen or rollerball/gel kit requires 6" blanks. Pretty easy kit to use since it only has 3 parts and comes with Bock nibs. Final finish used Nexus 3, 2 & 1acrylic compounds...

Any rollerball or fountain pen can be made to look like that...closed end on both ends. It can be done without any special tooling.
