I need to save a bit up for some lever action pens, and PSI doesn't have those.

The 15% discount is posted on their main web page (happened to be there just now looking something up and noticed it). No need to be on their email list but there are some limitations (details available on their site, but for example here's one limitation listed in the fine print: "Not valid on Variety Packs or Starter Sets.").
