My guess is that it varies drastically by make, model and battery technology. I was told by a guy who owns a Mazda dealership that their Plug-In Hybrids do not have enough electric only range to make any sense.

The plug in seems to be an upgraded hybrid. We also have a hybrid. My impression so far is the plug-in is good for local use… stop and start driving.. and go home. I took a chance buying one.
 
I have a plug-in hybird and to charge from zero to 100% is just under 2 hours. Depending on outside temperatures the range is from 45 to 50 miles and of course the real range is how you drive. Starts-stops, AC, hills and etc., just like a gas model will make a difference.
 
What make charger are you using? Is there a surge protector on the charger line. Our main panel has a surge protector.

I'm considering a ChargePoint Flex (plug in not hardwired).

As far as I can see the benefits of plug in hybrid are you can use electric only for short distance and save money on fuel by charging on cheap electric overnight. For short journeys it's quiet ( on electric only ) and can be very quick.

I've gone fully electric and it's pleasant but you need to allow a bit longer when you stop to recharge if away from home. Hybrids have the advantage of the infrastructure to support them is already in place ( fuel stations) compared to electric charge points are still being put in and unless they are fast chargers then the wait can be irritating ( but hey that's what a coffee stop is for isn't it !)

The % figures you mention MIGHT be the useful range as the makers want you to run the car between 40 to80 % of battery capacity to extend the battery life. I've gone as low as 10% and you do get nervous . due to lack of working charging points in some areas of the UK
